「本日のラッセルの言葉」は、一国の君主（統治者）が信頼され、統治がうまくいくためにはどのような条件が必要かを示したものであり、『君主論』を書いたマキャベリと通じる現実主義的な視点がうかがえます。即ち、君主が信頼されるためには、彼の「善良さ」に依存するのではなく、「不正を為すことが彼自身の利益にならないように制度設計されている」ことが重要だという考え方です。
これは、古代の専制政治に限らず、現代にも当てはまる視点です。現代の民主主義社会では、「人による支配」ではなく、「法による支配（統治）」が基本となっています。しかし、あらゆる「不正な行為」を事前に想定して法律を整備しておくことなどできませんので、法の網をかいくぐって「不正な行為」をする人がどうしても出てきてしまいます。もちろん、「不正な行為」だと多くの人々が思うようなことは、法的に処罰されないからといってやる人はほとんどいません。しかし、利益を得られるなら、世間の評判を落としても、そういった「不正な行為」や「評判を落とすような行為」をする人が一定数います。
再選されたアメリカのトランプ大統領の一連の言動は、そうした傾向の象徴例のように私には思えます。もちろん、トランプ大統領の言動によって利益を得ている人々はそのようには思わないことでしょう。
日々報道されるトランプ大統領の言動を見聞きすると、「権力は腐敗する」や「絶対的な権力は絶対的に腐敗する」というアクトン卿の言葉がいつも思い浮かびます。あなたはどう思われているでしょうか？
Today's Words from Russell point to the conditions under which a ruler can be trusted and governance can function effectively. His perspective resonates with the realist view of Machiavelli, the author of The Prince. The essential idea is that trust in a ruler should not depend on his personal "goodness," but on whether the system is structured so that engaging in misconduct would go against his own interests.
This line of thinking is not limited to autocracies of the past; it remains highly relevant in the modern age. In democratic societies today, governance is supposed to be based not on the rule of individuals but on the rule of law. However, no legal system can possibly anticipate and regulate every conceivable form of misconduct in advance. As a result, some individuals inevitably find ways to exploit legal loopholes and act in ways that many people would still consider unfair or dishonest. While most people refrain from such behavior even when it is not technically illegal, there is always a certain segment of the population who are willing to engage in such acts, or in actions that tarnish their public image, if it serves their interests.
President Trump, now in his second term since March, seems to embody this tendency more clearly than most. Nearly every day, the media reports on yet another one of his outrageous or norm-breaking statements. Of course, those who benefit from his actions may not perceive them as problematic.
Still, for many observers, his behavior brings to mind Lord Acton’s famous warning: "Power tends to corrupt, and absolute power corrupts absolutely."
